New composition of the Authorization and Disciplinary Commission of Authorized Administrators: complaints examined within terms and sanctions applied according to disciplinary offenses

June 18, 2026, Chisinau – With the establishment of the new composition of the Commission for the Authorization and Discipline of Authorized Administrators (CADAA), by order of the Minister of Justice, in March 2026, complaints regarding the activity of authorized administrators are examined as a priority, dynamically and without procedural delays.In just a few months, the commission examined complaints regarding the activity of authorized administrators and ordered sanctions for professional violations, including the withdrawal of authorization – the most severe form provided for by law.

 

The Commission in its current composition ruled on the complaint regarding the authorized administrator Stoian Igorto whom a sanction in the form of a warning was applied.

 

Subsequently, the commission found disciplinary violations in the case of authorized administrators Mazur Anna and Timotin Veaceslav. Based on the decisions of the commission, the Minister of Justice issued orders to withdraw the authorizations: 25 may 2026, for the authorized administrator Mazur Anna, and at 8 june 2026for the authorized administrator Timotin Veaceslav.The Commission found violations that affected the legitimate rights and interests of the participants in the insolvency process.

 

The previous commission, which operated between March 2022 and March 2026, applied four disciplinary sanctions in its work, including two warnings, one suspension and one fine.

 

In its new composition, CADAA has a practical approach to examining complaints.When a request does not meet all the admissibility conditions, the petitioner is promptly informed of the elements that need to be completed: documents, evidence, signatures, data or other necessary information.Thus, complaints are not rejected on formal grounds before the issues raised have been carefully analyzed.This practice aims to ensure that each disciplinary case is fully examined, based on the evidence presented, and that the committee's decisions are clear, motivated and argued, adopted without procedural delays.

 

On April 23, 2026, the Minister of Justice sent a circular to the Commission for Authorization and Discipline of Authorized Administrators requesting compliance with the principles of celerity, transparency and institutional responsibility in the examination of disciplinary cases.The Ministry of Justice considers that the consistent application of these principles is essential for strengthening trust in the disciplinary liability mechanism for prejudicial acts in the activity of authorized administrators.At the same time, the Ministry will continue to monitor the field, within the limits of the powers provided by law, and will strengthen the regulatory framework regulating the profession of authorized administrator.

 

Note: Decisions adopted by CADAA may be appealed in the competent court.
