June 11, 2026, Chisinau – The Republic of Moldova is carrying out extensive reforms to modernize the governance and administration of the justice system, increase institutional efficiency, and align with European and Organization for Economic Cooperation and Development (OECD) standards.This conclusion is found in the OECD Assessment of Justice in the Republic of Moldova, which qualifies the results recorded as notable positive developments.
Opening the meeting, the State Secretary of the Ministry of Justice, Dumitru Vleju, stressed that the next stage of the reform must transform institutional changes into benefits felt by citizens and the business environment."The success of the reforms must be measured by the impact they have on people and by the changes they feel when interacting with the justice system. The OECD recommendations will be valuable for the development of the new Justice Sector Development Program. We want this document to guide the entire sector towards measurable and sustainable results: more accessible services, clearer procedures, reasonable deadlines and more trust in the act of justice," said Dumitru Vleju.
The assessment analyzes the main dimensions of the functioning of the justice sector: institutional governance, independence, integrity, accountability and transparency, resource management, system performance and access to justice services.The report provides benchmarks for a new policy framework to ensure the development of an efficient, accessible justice system connected to the needs of society.
During the panel dedicated to justice reform priorities for the coming years, participants discussed the development directions of the sector in the context of the European Union accession process.Stela Braniște, Deputy Secretary General at the Ministry of Justice, emphasized that the OECD Assessment comes at an important moment for planning the next stage of justice reform.
"The Ministry of Justice is working on the new policy document for the justice sector, and the OECD recommendations provide us with valuable benchmarks for this process. Next, we need to build institutions and policies compatible with European standards and the principles of good governance promoted by the OECD. The report provides a clear direction for the development of the justice sector and for the preparation of the Republic of Moldova in the European integration process," Stela Braniște noted.
The analysis was carried out within the OECD Project "Supporting the Ministry of Justice and Justice Sector Reforms in the Republic of Moldova", with the financial support of the European Union.
