July 23, 2026, Chisinau – The Republic of Moldova aligns itself with the European and international effort to establish an effective mechanism for reparation of the damages caused to Ukraine.Today, the Parliament voted in the second reading to ratify the Convention on the Establishment of the International Claims Commission for Ukraine, signed in The Hague on December 16, 2025.
The Commission is an international administrative body established under the auspices of the Council of Europe, which will examine and adjudicate claims for compensation for damage caused by the Russian Federation's aggression against Ukraine.
It will continue the work of the Ukrainian Damage Registry, established for the registration of claims, and will transform the existing mechanism into a genuine compensation mechanism.The Commission will examine, adjudicate and settle claims already registered, as well as receive new claims.It will benefit individuals, legal entities that have suffered damage, as well as the State of Ukraine.The adjudication decisions adopted by the Commission will be final and will provide a clear, predictable and credible legal framework for the redress of damage.
By ratifying the Convention, the Republic of Moldova strengthens its partnership with Ukraine, reaffirms its solidarity with its neighboring country and aligns itself with the efforts of the international community to defend international law, the sovereignty and territorial integrity of states.At the same time, it reconfirms its commitment to European values and to the international order based on rules, responsibility and respect for international law.
At this stage, the Convention has been signed by 32 states, including the Republic of Moldova, and eight states have completed the ratification procedure.
Draft law on the ratification of the Convention on the establishment of the International Complaints Commission for Ukraine was developed by the Ministry of Justice.
