Paper-based judicial statistics reports may soon become history. With the support of the USAID Program for Transparent Justice, a new Electronic Statistical Reporting Module (MRSE) was successfully piloted between January and May 2020, within the Comrat Court of Appeal and the courts in its constituency - Comrat and Cimișlia courts. Following the piloting, MRSE has been improved and can be implemented in all courts in the Republic of Moldova. Thus, if until recently, the preparation of statistical reports was done only on paper and was a difficult process, which requires a lot of time and considerable resources, the implementation of MRSE, the generation of complex statistical reports will become an automated and fast process.
The results of the piloting were presented on May 29, 2020, in an online meeting convened by representatives of the USAID Transparent Justice Program, with the participation of officials from the Superior Council of Magistracy (SCM), the Judicial Administration Agency (AAIJ) and pilot courts. Beneficiary parties appreciated the usefulness of electronic statistical reporting and supported its implementation throughout the judiciary system, while excluding paper-based reporting by the end of 2020. It is a proven effectiveness of the new electronic reporting system, so the piloting has been extended to the northern region of the country, within the Balti Court of Appeal and the Balti, Drochia, Edineț and Soroca Courts. In this regard, a decision was adopted by the SCM on June 2, 2020. Thus, by August 2020, the combined efforts of the USAID Transparent Justice Program and the pilot courts will allow the use of MRSE in five other courts in the country.
MRSE is a component of the new Integrated Case Management Program that was developed and implemented with the support of the USAID Transparent Justice Program. By now, with the contribution of three pilot courts, 111 types of statistical reports have been tested and finalized for the courts of first instance and the courts of appeal. MRSE allows courts to generate complex statistical data online based on the information contained in the Integrated Case Management Program. At the same time, the MRSE offers the SCM and the AAIJ the opportunity to periodically monitor and evaluate the performance of the courts. The new reporting mechanism offers the flexibility to create several categories of general and specific statistical reports, planned and on request. MRSE provides court staff with specific search filters, with the necessary information available based on several criteria, such as the index and category of the files, the name of the court or the name of the judge and others. At the same time, the advanced functionalities of MRSE provides statistical reports for any period selected by the user.
In this way, the judicial system in Moldova makes an important step forward in the direction of automation and efficiency of judicial activity.
