
The draft of an inter-institutional working mechanism for the social reintegration of children in conflict with the law was discussed at a working meeting at the Ministry of Justice.
At the beginning of the meeting, the State Secretary of the Ministry of Justice, Veronica Mihailov-Moraru, noted that "We must start from the basic objective, namely ensuring the best interests of the child, which must be the red thread in all interventions, regardless of the act committed by the child, the stage of the proceedings or the measure applied to a child. Multidisciplinary intervention means identifying how to effectively combine the efforts of the authorities and professionals working with children so that the qualitative intervention of the state achieves its aim. It is necessary to be clear how all actors interact and coordinate: where the role of a particular authority starts and ends, how it is continued by another institution and how actions are integrated so that there are no gaps that are not filled and it is very clear who and where intervenes".
In her speech, the People's Advocate for Children’s Rights, Maia Banarescu, spoke about the practice of dealing with juvenile delinquency in other countries and the international standards in this regard.
The draft guidelines on the inter-institutional working mechanism for the social reintegration of children in conflict with the law were presented by representatives of the Regina Pacis Foundation. The current issues of institutional interaction and the mechanisms already in place for certain categories of children at risk were also discussed, and it was agreed that the proposed model should be piloted at local level.
The representatives of the Ministry of Labour and Social Protection informed about a draft mechanism being worked on within the institution on several categories of children at risk. Thus, the option of merging interventions into a single mechanism was examined.
In conclusion, the State Secretary of the Ministry of Justice, Nadejda Burciu, spoke about the importance of piloting a new working methodology in order to be able to assess more clearly whether the mechanism or intervention has had the desired effect.
The event was attended by representatives of the Ministry of Internal Affairs, Ministry of Labour and Social Protection, National Administration of Penitentiaries, National Inspectorate of Probation, Lawyers Union, ANOFM, UNICEF, Terre des hommes, A.O. "AJPP", A.O. "IRIS", as well as representatives of the academic environment.
