The Secretary of State, Mrs Veronica Mihailov-Moraru and other representatives of the Ministry of Justice had a discussion with the representatives of the European Bank for Reconstruction and Development (EBRD) in London, interested in the progress of the justice reform, the fight against corruption and alternative methods of dispute resolution.
Mrs Veronica Mihailov – Moraru reviewed all the activities initiated by the Ministry of Justice, debriefing the current’s year priorities. "We are in the process of initiating the implementation of the pre-vetting mechanism, which provides for the exercise of integrity verification of the candidates for the membership in the Superior Council of Magistracy (SCM) and the Superior Council of Prosecutors (SCP). It is a broad process of cleaning up the justice system, which starts with the self-governing bodies of judges and prosecutors. The purpose of the pre-vetting and vetting mechanisms is to encourage and promote honest judges and prosecutors with integrity", reiterated the Secretary of State of the Ministry of Justice.
Mrs Veronica Mihailov – Moraru also mentioned the revising exercise of the legal framework related to ensuring the integrity and independence of judges and prosecutors. More particularly, it refers to the proposed amendments to the procedure for appointing and promoting judges, their immunity, the composition of the SCM, the duration of the term of office of a member of the SCM etc. Other discussed topics referred to streamline judicial procedures; promote and develop the information systems; digitize the legal services; promote alternative dispute resolution – mediation, in order to reduce the workload of the courts, but also save time and financial resources both of the state and participants of the process.
Representatives of the EBRD appreciated the step taken by the Ministry of Justice to reform the judiciary and fight corruption, expressing confidence that we will be able to build fair justice system that citizens will trust.
