July 22, 2026, Chisinau – Citizens will benefit from faster, simpler and more accessible judicial procedures, with the expansion of the use of digital tools in courts.The Government approved the bill which provides for several changes in this regard.
The project expands the use of digital tools for summoning participants, communicating procedural documents and conducting court hearings via videoconference.A new element is also the expansion of the categories of participants for submitting applications in electronic format, such as: public authorities, legal entities, individual entrepreneurs, persons exercising legal professions and individuals assisted by a lawyer.
At the same time, clearer rules are established for conducting court hearings via videoconference.These refer to the conditions for organization and conduct, the rights and obligations of the participants, the possibility for the court to order the organization of the hearing in an adapted format, in whole or in part, via videoconference.With the development of the regulatory framework, videoconferencing will no longer be used only in exceptional situations, but will become a regular way of participating in the trial.
Courts will also be able to access, through the interoperability platform, the data necessary for subpoena and communication of procedural documents.
"This bill offers the possibility that an economic agent from the south of the country will no longer have to travel to the north to attend a court hearing, but will instead connect online. Thus, both administrative costs and the time required to examine a file in court will be reduced," said the Minister of Justice, Vladislav Cojuhari.
These changes aim to increase transparency and streamline the work of the courts, as well as expand the use of the e-Court File IT solution.
