The powers of the authorities responsible for combating corruption, financial fraud and organized crime will be more clearly delimited

May 21, 2026, Chisinau – The Parliament adopted in the first reading, with the vote of 57 deputies, the draft law establishing an integrated and specialized mechanism for the prevention, investigation and examination of corruption cases and related crimes, with the aim of eliminating the fragmentation of powers and strengthening the coherence of the justice act.

 

The National Anticorruption Center (CNA) will have a broader role in investigating large-scale financial fraud, including money laundering, fraud with public funds and serious economic crimes.The CNA will also become the main institution responsible for investigating any fraud targeting funds coming from outside the country – fraud affecting external funds and the resources of the European Union budget.

 

The Anti-Corruption Prosecutor's Office (AP) will focus on corruption cases targeting high-ranking officials.These include the President of the Republic of Moldova, the Prime Minister, deputies, judges, prosecutors, the leadership of the National Anti-Corruption Commission (NAC) and the Intelligence and Security Service.At the same time, the AP will lead the criminal prosecution in all cases investigated by the National Anti-Corruption Commission (NAC).

 

The Prosecutor's Office for Combating Organized Crime and Special Cases (PCCOCS) will focus on organized crime, terrorism and cases with a high degree of complexity.In economic-financial and customs cases, criminal prosecution will be carried out by the State Tax Service and the Customs Service, under the leadership of the PCCOCS, as these institutions have the necessary data, tools and expertise.

 

For complex cases, the project allows for the formation of joint criminal investigation groups, which will include prosecutors and officers from different institutions.Thus, complex cases will be investigated in a coordinated manner, with the necessary expertise and without delays generated by the transfer of cases between authorities.

The Ministry of Justice developed the project together with representatives of the European Commission, with the support of the Delegation of the European Union.It meets the benchmarks regarding the consolidation of the rule of law and the streamlining of anti-corruption mechanisms.
