June 4, 2026, Chisinau – The Ministry of Justice chaired the third monitoring meeting of the implementation of the Roadmap on the functioning of democratic institutions.The meeting was held with the participation of representatives of the European Commission and focused on the progress made since the last monitoring meeting, which took place in February.
"The Republic of Moldova has recorded concrete legislative and institutional results in all three thematic areas of the Roadmap: the electoral process, the functioning of the Parliament and the role of civil society. These achievements confirm our country's commitment and determination to strengthen democratic institutions and advance on the path to accession to the European Union", said Stela Braniște, Deputy Secretary General of the Ministry of Justice, at the beginning of the meeting.
At the meeting with representatives of the European Commission directorates responsible for monitoring, the working group members presented the results and the timetable for advancing the measures planned for 2026.
In the electoral field, based on the recommendations of the ODIHR 2025 election observation mission and other post-electoral assessments, the recommendations of the European Commission and the Venice Commission, a draft amendment to the Electoral Code and related legislation was developed. The draft, which will be proposed to the Parliament for consideration, will ensure the improvement of the legal framework and strengthen the guarantees for free, fair, inclusive and resilient elections. It was also mentioned that the CEC will launch digital post-electoral monitoring mechanisms, ensure accessibility by putting into operation the complaints module, strengthen the supervision of election campaign financing and initiate the process of aligning the legislation with the EU Regulation on the transparency of political advertising.
Regarding the functioning of Parliament, considerable steps have been taken to increase transparency in legislative activity, to ensure wider access to the activities carried out on the parliamentary platform and to attract representatives of the associative field in the consultation procedure of draft laws.The EU appreciated the adoption in the first reading of the Code on the organization and functioning of Parliament, which will be supplemented in the second reading with provisions that will strengthen the parliamentary ethics framework.At the same time, civil society will have a clearer role in the activity of Parliament, after 11 of the 12 standing committees of the new legislature have established expert councils.
On the civil society component, progress was recorded in the finalization and consultation of the draft of the new law on public participation in the decision-making process.It was also noted the approval of the Concept and Regulations of the particip.gov.md portal.Once operational, it will allow civil society and all interested persons to contribute to the decision-making process.The commitment to streamline administrative processes for non-commercial organizations materialized through the operationalization of the new Information System "State Register of Legal Entities".It significantly simplifies all procedures related to the life cycle of a legal entity, reduces the volume of paper documents and shortens processing time.
The Roadmap for the Functioning of Democratic Institutions is a document coordinated by the Ministry of Justice.The document reflects the essential political criteria for the EU accession process and addresses how state institutions function in practice, to ensure democracy, the rule of law and respect for fundamental rights.
