Message from the Ministry of Justice leadership at the conference organized by the notarial community – "Inheritance with a foreign element"

Tue, 09/15/2026 - 08:28 -- Ministerul Justitiei

September 11, 2026, Chișinău – On the eve of Notary Day, the leadership of the Ministry of Justice extended congratulations to the notarial community during the scientific-practical conference "Inheritance Involving a Foreign Element," organized to mark the occasion.

Minister of Justice Vladislav Cojuhari highlighted the role of notaries in the rigorous application of the law, ensuring the security of legal relations, and protecting the rights and interests of citizens.

"I appreciate the notary community's openness to modernization. Beyond preserving the traditions and fundamental values of the profession, you anticipate changes and align yourselves with developments in society, the economy, and legal relations. In this process of modernization, digitalization, and the use of modern technologies—including the e-Notariat information system—we aim to maintain ongoing cooperation and focus on enhancing the accessibility and quality of services, while simultaneously upholding standards of legal certainty," the minister stated.

Regarding the conference theme, Vladislav Cojuhari highlighted that the mobility of our country's citizens, family and property ties established abroad, as well as investments and assets held in various jurisdictions, are making successions involving a foreign element increasingly frequent and complex. In such situations, the notary's work requires not only a sound knowledge of national law but also an understanding of private international law mechanisms, the identification of applicable rules, and—where appropriate—cooperation with professionals and institutions in other jurisdictions.

"The Ministry of Justice, in keeping with its mission, will continue to support the development of a modern notarial system adapted to society's current needs. We believe that ongoing dialogue among the Ministry of Justice, the Chamber of Notaries, and members of the notarial community is both necessary and constructive for the development of the profession and for the legal services expected by citizens," Minister Cojuhari added.

The Secretary General of the Ministry of Justice, Viorica Grecu, also conveyed a message of congratulations and appreciation to the notarial community.

"We recognize that the notary profession enjoys a high level of public trust. We know that you work hard to constantly reaffirm this trust through the quality of your services, impeccable professional conduct, adherence to the principles of legality and impartiality, and the profession's ability to respond to societal changes and modernize," stated Viorica Grecu.

On the occasion of the profession's dedicated day, several notaries received honorary diplomas from the leadership of the Ministry of Justice. The conference brought together representatives of the notarial profession from the Republic of Moldova, Romania, Germany, and France.
