It gives me great pleasure to be here and address the UN Human Rights Council, an outstanding platform for addressing those committed to the defense of human rights around the world.
First of all, allow me to reiterate that the
The Global Financial crises has affected many countries, national, regional and international policies. The human rights are the most concerned domain where is no limits and the victims are numerous.
However the Human Rights Council has the adequate mechanisms to asses and to identify the steps and measures in order to settle concerns of human rights.
From this perspective, I would like to congratulate Brazil and Egypt for convenieng this panel which offer the possibilities for all of us to discuss such important subject.
Nevertheless, the national policies have their role and my country has adopted a recovery plan where were included special measures to help the victims of financial crises.
In this context, I wish to remark that the Human Rights Council has been in operation for almost 4 years and now, before the first review, is offering the opportunity to reflect upon the achievements and challenges facing it.
It is our belief that the set up of the Human Rights Council marked a major step of the reform of UN human rights mechanism and has a far-reaching influence on the work of the organization.
The creation and the existence of the Human Rights Council have also demonstrated how an idea can be transformed into a diplomatic initiative with the support of partners, dialogue and cooperation. It has become the combination of consistent commitment and rigorous conditionality – that is, of fairness and firmness – that counts and works. It is our joint responsibility to preserve the credibility and viability of the Council and to ensure the necessary added value.
Through the new machinery for the human rights it is important to enable UN Member States and the Human Rights Council to promote and protect all human rights in a sustained, democratic and, if possible, non-politicized manner.
Moldovan authorities have carefully read the reports submitted by UN bodies. We appreciate that the reports raised a number of highly valuable suggestions and opinions on the reform of human rights mechanisms. In this vein, we look forward to actively participate in the 2011 review of the work of the Human Rights Council.
The Universal Periodic Review mechanism is one of the most notable successes of the Human Rights Council. It has demonstrated the commitment and seriousness with which the States reviewed have embarked on this exercise.
The quality and the preparation of the national reports, the high level delegation attending the review and the participated debate that has taken place are all positive indicators.
However, there are still logistical problems for which we should find appropriate solutions.
At the same time, it is a cornerstone aspect the future modalities for the implementation and assessment of the UPR recommendations.
Ladies and Gentlemen,
The Human Rights Council has a significant place in the contemporary world’s political architecture, which is based on the 21st century view of multilateralism, which is inclusive, not exclusive – especially from the point of view of small states, such as
History has demonstrated that the “diversity of the world”, the forums that gather countries with different history, culture, social systems and development levels have a strong potential to develop appropriate working methods and mechanisms to promote dialogue and exchanges and jointly explore the effective ways of enhancing and protecting human rights.
It would be a great privilege and honor for our country to become a member of the most prestigious human rights forum for the period 2010-2013, for the first time since its creation. Therefore, I take this opportunity to ask for your kind support in May 2010, when the General Assembly is going to vote for the new members of the Council.

The Moldovan Government will continue making efforts to promote the comprehensive and coordinated socioeconomic development, build a democratic society, rule of law, fairness and justice.
In particular, the UPR may open up space of intervention. It may offer a baseline to evaluate progress, correct deficiencies, and devise remedial actions.
I hope you will support the Moldovan Government’s efforts to take part at the strengthening of the universal mechanisms for human rights protection.
I wish to highlight that the Moldovan authorities are fully aware of the importance of adherence to the standard represented by the Universal Declaration of Human Rights.

Let me also say that the experience of the last 20 years of independence gave us valuable experience for the responsibilities as a Member of the Human Rights Council.
In his report In Larger Freedom, the former Secretary-General Kofi Annan stressed that “We will not enjoy development without security, we will not enjoy security without development, and we will not enjoy either without respect for human rights”.
And I would add here that human rights should be preserved by all possibilities all the time, and in particular during global financial crises.
